Andrei Nikolaevich Parfievich, Rector of Brest State Technical University (BrSTU), is participating in the 4th Uzbekistan-Belarus Inter-Parliamentary Forum, held on September 29–30, 2026, in the ancient Uzbek city of Khiva. Organized by the Senate of the Oliy Majlis of the Republic of Uzbekistan and the Council of the Republic of the National Assembly of the Republic of Belarus, the event serves as a key platform for strengthening the strategic partnership between the two nations. The Belarusian delegation is led by Natalia Ivanovna Kochanova, Chairperson of the Council of the Republic.
While the forum addresses issues such as industrial cooperation, food security, and humanitarian collaboration, special emphasis is placed on academic mobility. A highlight of the event was the signing ceremony for cooperation agreements between BrSTU and three leading technical universities in Uzbekistan.
During the negotiations, the parties discussed future collaboration in detail. BrSTU will establish a joint educational program on land reclamation with Termez State University of Engineering and Agrotechnology. Given Uzbekistan's regional specifics, the curricula will be adapted to focus on land irrigation. The project follows the classic "2+2" model, under which students will spend two years in Brest and two years in Termez, earning degrees from both institutions.
An agreement was also reached with Tashkent Architectural-Construction University to launch a joint educational program specializing in "Engineering Networks and Building/Structure Equipment." The partners have shown particular interest in modern technologies, so the program tracks will be flexible; specifically, the introduction of a module on intelligent building life-support systems is under consideration. Furthermore, the universities have agreed to launch mutual internship programs for faculty and students. A "2+2" model will also be implemented in this context.
Cooperation with the Urgench State University named after Abu Rayhan Beruni will focus on the major task of training engineering personnel. Given BrSTU’s robust infrastructure and strong expertise in mechanical engineering and electronics, our university will serve as a key partner in developing joint master's programs and organizing professional development courses for faculty from Urgench.
Signing these agreements grants BrSTU students and faculty access to the unique climatic and engineering challenges of Central Asia, while providing Uzbek partners with access to advanced Belarusian technologies in mechanical engineering, construction, and automation.
The forum's plenary session is taking place in Khiva today. Natalia Kochanova, Chairperson of the Council of the Republic, is delivering the keynote address on the development of inter-parliamentary dialogue and new cooperation objectives. She had previously emphasized that the heads of state are steering their countries toward cooperation across all sectors, noting that the historic visit of the President of Uzbekistan to Belarus provided significant momentum to this collaboration.
